CONSTITUTION

SURVEYING
AFFILIATE PROGRAM GROUP

ARTICLE I
Name
 
The name of this organization shall be the Affiliate Program Group (APG) of the Surveying Program to be referred to as “The Surveying APG”.

ARTICLE II
Mission

The mission of the Surveying APG is to support, enhance, and promote the Penn State Surveying Program while maintaining an independent yet consultative stance with the curriculum’s leadership and student body. The Surveying APG will strive to help students, faculty, alumni, and supporters maintain and improve the program and the profession.

ARTICLE III
Membership

Section 1. Membership in the Surveying APG is open to all graduates and former students of the Surveying Program, regardless of their membership in the Penn State Alumni Association, and to other friends with a special interest in the Surveying Program.

Section 2. Membership in this organization will be considered without regard to age, ancestry, color, disability or handicap, national origin, race, religious creed, sex, sexual orientation, or veteran status of interested individuals.

ARTICLE IV
Board of Directors

Section 1. The seven (7) members of the Board shall consist of four (4) officers, President, Vice President, Secretary, and Treasurer, one (1) at-large Board Member, and two (2) ex-officio members, one (1) being a Student Representative, and one (1) being a Faculty Representative.

Section 2. The President and Vice President must be graduates from the Surveying Program. Student Members are not eligible to serve as an officer.

Section 3. Terms of all officers shall be for one year commencing at the 1st of the month following the annual meeting.

Section 4. When an office becomes vacant, or there is a vacancy on the Board of Directors, a member of the Surveying APG shall be selected by the Board of Directors and the appointee shall hold the vacant position until the next annual meeting when the position shall be filled by election.

ARTICLE V
Duties of Officers

Section 1. The President shall preside at all meetings and shall be responsible for general supervision of all work of the Surveying APG.
  1. All committees shall be appointed by the President with approval of the Board of Directors.
  2. The President shall serve on all committees as an ex-officio member.
Section 2. The Vice President shall preside in the absence of the President and shall perform such duties as may be assigned by the President. The Vice President also shall assume the duties of the President in the event of incapacity or the absence of the President.

Section 3. The Secretary shall be responsible for the recording and reading of the minutes of all meetings, take care of correspondence and submission of reports from meetings and events conducted by the Surveying APG.

Section 4. The Treasurer shall be responsible for depositing and accounting for all donations or other incidental monies which result from meetings, special admission events or dinners conducted by the Surveying APG.

Section 5. The Board will appoint one Board Member to serve as the Surveying APG delegate to the Penn State Wilkes-Barre Alumni Constituent Society Board of Directors. Accordingly, this person must be a graduate from the Wilkes-Barre campus and a member of the Penn State Alumni Association.

ARTICLE VI
Election of the Board of Directors

Section 1. The five (5) voting members of the Board to be elected at large shall be elected for a term of one year.

Section 2. The Board of Directors shall be nominated by the members of the Surveying APG and shall be elected at the annual meeting of the Surveying APG or by mail/electronic ballot.

Section 3. No Board Member may be elected to the same position for more than two consecutive terms.

Section 4. The Student Representative shall be the Penn State Surveying Society President or his/her designee.

Section 5. The current faculty of the Surveying Program will be asked to nominate a Faculty Representative. The Faculty Representative will be approved and appointed by the Board of Directors.

ARTICLE VII
Meetings

Section 1. At least one regular meeting of the Surveying APG shall be held each year to be known as the annual meeting, and shall be held on the date and at the place fixed by the Board of Directors.

Section 2. Special meetings of the Surveying APG shall be called at the direction of the President. The Secretary shall send out public notices of the annual meeting and of the special meetings which shall be sent out at least two weeks in advance of the meeting.

Section 3. The Board shall meet at the call of the President or at the request of a simple majority of the members of the Board.

Section 4. Committees shall meet on the call of the committee chairman or at the request of the President.

ARTICLE VIII
Dues

Section 1. Annual membership dues shall be set at the discretion of the Board of Directors.

Section 2. Annual membership dues must be paid before the beginning of the annual meeting or members will be dropped from the membership rolls.

ARTICLE IX
Amendments

Section 1. This constitution may be amended by a two-thirds vote of the Surveying APG members present at the annual meeting provided: (1) the amendments shall have been placed before the Board of the Directors at least one month before the meeting at which such amendment is acted upon; and (2) the amendment or amendments adopted shall previous to their adoption have been acted upon favorably by a simple majority of the Board.

Section 2. The Constitution or its amendments must not be in conflict with the constitution of the Alumni Society, or the rules and regulations for constituent societies as established by the Executive Board of the Penn State Alumni Council and the Penn State Alumni Association.
